The coin set of Democratic Republic of Congo : 25 - 50 cents and 1 franc ( with animal ) dated 2002 , are minted for circulation or only for collectors ??

I don't know what the exchange rate was in 2002, but at a current rate if 1 USD=912 Congolese Francs, I don't think these coins are worth anything.

Were these coins actually issued (for collectors) in 2002 or are recent but with an old date?

They first appeared sometime 2003 I think, at the same time as the North Korean set.
