The side of the medal showing the building looks very similar to the design on this Australian $1 collector coin of 1998, which was designed by Horst Hahne.

The medal may have been a spin-off of that project, but I do not know. I wish you luck in finding it.

I had contact with him some years ago, and he is a very helpful numismatist.

Thanks, there's certainly some similarity there, perhaps he leveraged off his prior work.
