My guess would be Multan, but I'm not sure (there is also a dot to the right).

Mint name is Itawa. Multan would have a flower mark within the loop of Seen of Jalus.
The years Ahd and 2 of Itawa show four dots to the right of the regnal year. Later dates have a small quatrofoil to the right of the regnal year.
