I don't know what this is, but it has the appearance of being overstruck on a previous coin.

Afghanistan. The undertype (hand) is Valentine 84, Kandahar fulus, his example dated 1295 H, and the overtype is his 81-82, Kandahar fulus, his example dated [12]94 H.

Afghanistan, Sher Ali Khan Barakzai (2nd reign), 1294 (1877), Copper 1 Falus, Kandahar (Qandahar) mint (AH 1285-1296/1868-1879 AD)

فلوس ضرب قندهار۱۲۹۴  , Falus zarb Kandahar, part of the date is visible at 8 O’clock 1294.
Sher Ali Khan (شېر علي خان) was Amir of Afghanistan from 1863 to 1866 and from 1868 until his death in 1879. He was the third son of Dost Mohammed Khan founder of the Barakzai Dynasty in Afghanistan.
The symbol of "Hand of ‘Abbas" means that, during the Battle of Karbala (680 AD), Imam ‘Abbas got his hand cut off by his Umayyad adversaries while fetching water for his brother al-Ḥusayn bin 'Ali encampment and he was later killed.

Now I can see what has gone with this coin - and can see these in Standard catalog ( old).
