The combination of (a) the turban-wearing guy, (b) the domes and spires that look southern European or Mediterranean rather than further east, (c) the maritime element, and (d) the crescent weathervane rather than a cross, all suggest to me Constantinople during Ottoman rule. But I could be miles off.

Agreed. Meanwhile, the clumsy engraving of the buildings, accompanied with a fine portrait suggest that the artist was not a pro die sinker, but more likely a gifted amateur draughtsman. That would exclude counter, gaming token and play money. The subject excludes love token. There is no sign of an underlying coin or token. The roundness and edge decoration suggest a European 19th century piece. It reminds me of the little art objects made by sailors and prisoners (of war) to provide them with some extra income.

An unidentified coin is a piece of metal. An identified coin is a piece of history.
