Before Hitler abused it, the swastika was a sun symbol, used primarily in Asia. It still occurs on some Asian coins. Wiki blames the discovery of Troy for its popularisation in Europe and North America:

In the Western world, the symbol experienced a resurgence following the archaeological work in the late 19th century of Heinrich Schliemann, who discovered the symbol in the site of ancient Troy and associated it with the ancient migrations of Proto-Indo-Europeans. He connected it with similar shapes found on ancient pots in Germany, and theorized that the swastika was a "significant religious symbol of our remote ancestors", linking Germanic, Greek and Indo-Iranian cultures. By the early 20th century, it was used worldwide and was regarded as a symbol of good luck and success.

Your first link gives highly informative background. The symbolism is confused, with an odd mixture of symbols supposed at the time to originate in Asia, but actually coming from different cultures and religions.  I can only add the culture shock that came in 1907, with the discovery of the grave of Tutankhamon. It kept the interest in Asian "mysteries" alive. Compare this post for the use of elephant and swastika in Denmark as symbols for India and scroll up for examples of its (innocent) use in the US.

THE ALL SEEING EYE / GUARDS YOU FROM EVIL

These Good Luck Coins with the Swami and All-Seeing Eye were made in the United States in the 1920's and 1930's
and were sold by travelling carnivals and stores.

The "Swami" depicted on the coin was not specifically a Hindu, Muslim, Indian, or Asian man.
He was a carnival worker who usually wore a turban, gazed into a crystal ball, told fortunes, and gave advice.
One carnival term for such a worker was "raghead" due to the turban he wore.

The emblems on the coins are standard "Good Luck" symbols of the period.

Some of the "swamis" made it into the movies, including this fellow:
