In the known types, the 4 of the date is well inside the kaaf of Bakkar, making this one more likely to be 995.

Obverse: "Akbar" within hexagram
Reverse: "Bakkar" within hexagram; 99- around

Sometime ago I have seen one dated 995 and I confirm : the "5" (like for the digit "4" of 994) is well placed inside the "kaaf" and yours is likely"995" as suggested.
