The document does not state to which country they were to be assigned.

It shows the emblem of the Cook Islands Boy Scout Association: a tangora tiki.

This is presumably related to the Cook Islands coins showing Tangaroa, the god of creation.

He/she is both male and female and clutches a pregnant body, while possessing a very large male organ.
