Verkehrswesen der DDR

Not sure if this is a transport token or not. It simply says "Verkehrswesen der Deutschen Demokratischen Republik", or Transport Board of the GDR, with no explanation of how it was used.

I have been unable to find much else about it; indeed, there isn't even a German Wikipedia page on the Verkehrswesen der DDR. From the information on e.g. Otto Arndt it would seem to have been what in the West would be called the Ministry of Transport or similar.
