My vote is for ornament. No clear writing or denomination, built-in teardrop-shaped hole and protrusion.

I think this is an open-work Chinese peach charm. The upper picture may show a peacock's head (beauty, dignity, nobility) while the lower one may be a deer (prosperity). It looks more like a kangaroo, but that may be because it's difficult to work around a hole. It may be old or modern.
