Is there any comment about how many were issued boxed?   I think that this might make them (almost?) a true proof as presumably they would have been subject to controlled handling.

I don't think any were issued loose, they were either boxed or in the 20,000 Proof Sets issued.

1951 - Coin Yearbook 2010 shows a total of 1,983,540 issued, but does not quote a separate figure for boxed/set ones.   Perhaps the 20,000 is either included or in addition.   I do not have a figure for the crown to farthing (10 coin) proof sets.

A cross-reference might be useful here.   More details can be found in my series on the Crown coin at http://www.worldofcoins.eu/forum/index.php/topic,4722.msg28885.html#msg28885
