Russia, Y#22a.1, 20 kopeks, date worn off, СПБ АГ

I don't know if this is the right place to put this or not....may have been used for payment.
Another "what is it" question from my website:

1.  I don't think it is a coin
2.  I don't think it is Austrian   :)

The reverse, under a crown, says 20 K(unreadable)
Looking at the shield on the two headed eagle my first guess was German state...
second guess...maybe Russian.

After all that I realize I am clueless  ;D

Anyone care to hazard a guess?

Definitively a Russian coin, 20 Kopeks, period 1860-1917.

The coin is dated, though the year is illegible due to wear on this one. I think this is Y#22a.1 СПБ АГ. The possible years are 1883-1893.
