We'll see what the consensus is then without starting arguments :)

This coin is FINE.  Far too worn for VF, and still too clear for Fair. Some might call it VERY GOOD (which always strikes me as the most optimistic of all grades, because it isn't really very good at all  ;D )

I think FAIR is worse, since it's not blonde and not reasonably worn. :)
