Speculation: S.G.E.B. could be Sociedad General de Electrificaciones de Barcelona, since today, a company called Sociedad General De Electrificaciones has a branch office in Barcelona. The date is towards the end of the period that the Tranvia of Barcelona was electrified. Wheel and rails could well refer to trams. Note: date should be at 6 o'clock. The banner runs diagonally on a shield.

One of the problem is the word CENTAVOS not used in Spain (PESETAS and CENTIMOS)
Maybe a country of Central or South America spanish language. The word CENTAVOS in Brasil it was used laternot in 1911.

No luck with searching however it has occurred to me it may equally be for use on a paddle steamer.
This is what I envisioned. Hard to find a good image this was the nearest.

Initially, I thought for the drawing that I was a transport token.
It was suggested to be a token connected with river transport, boat to steam, then connected with railroads. Completely this woke the interest to big Kushi specialist in transport tokens.
He discovered to treat a token of Portugal S.C.E.Bombarralense,
a club that is dedicated to the sport. I still did not get any information on his use.
