The section of the Edinburgh Street Tramways Company network within the Edinburgh city boundaries was taken over by the Edinburgh Council who leased the network to Edinburgh and District Tramways Company in 1896 with the plan to convert the network to cable operation. Edinburgh and District Tramways Company took over the Meadobank line from Edinburgh Street Tramways in 1896 and the Portobello line in 1898.

A map from 1895 showing the plans by Edinburgh Corporation to grow and convert the tram network to cable is held by the National Library of Scotland.
