The Centres for vocational training of adults came about in 1945, as there was a great need for more construction workers at that time. The idea was to provide the unemployed with a low cost opportunity to obtain diplomas or learn a trade for a job for which there was much demand. In theory, the centres were the responsibility of the ministry of social affairs. In practice, they were increasingly independent, regionally oriented and seeking partnership with the local state job intermediation office (Arbeidsbureau). Nationally, around 70% of the participants found a new job, but some offices reported rates over 80%.

Around 1996, intermediate level vocational training schools (middelbaar beroeps onderwijs) were forced to merge. The CVVs were integrated in the new structures, called Regionaal Opleidings Centrum (ROC) - regional training centre.
