In 1880, the Municipal Borough of Bolton Corporation started construction of a network of horse tramways. The relatively late date may explain why there is no mention of any preceding private omnibus service. The network was leased to a private operator. In 1897 the County Borough of Bolton Corporation started electrification of the tracks. The corporation took over private operation on 1 January 1900. Horse tram transport ended at the same time. In 1909 Bolton and South Lancashire Transport (SLT) started a partnership with joint lines. The tramways continued to be extended until 1924.
The Bolton Corporation experimented with steam and petrol-electric omnibuses in the period 1904-1907. Motor bus operation began in 1923. From 1927, the Bolton Corporation ran some SLT tram lines and started joint bus lines with SLT and other operators. The last Bolton Corporation tram ran on 29 March 1947. On 1 November 1969, Bolton Corporation was acquired by SELNEC.
