Did you read this news on government website?  The forum members already told that there are no VVIP sets minted. I do not think that 200 sets is the correct news.

VVIP sets are never issued in large numbers and mints never take pre orders for them. Wait for some time, booking for unc/proof sets will start on respective mint's website...

Aditya can also fit the designation of dignitary and if you are thinking i am cracking a joke or making fun of him you are wrong.

A dignitary is not necessarily a government official........though in the context of the function to release coins, the invitees are mainly government officials but not necessarily only government officials.

Although the VIP or VVIP sets are distributed to Dignitaries, but somehow, they always find the way to these coin dealers.  ::) ::)

Most 'VIP's" or "VVIP'S" do not understand the value of coins /sets and if they are offered a premium to handover the sets just as they move out of the place........it would be a day's work done........

The normal practice is to make about 200 sets of VIP coins or Stamp Folders at the time of the release of the Coin or stamp. Many times, due to high security of these VIP or VVIPs, these sets remain undistributed, which are than sold by the mint officers to these coin dealers.

At the time of the release of Stamp on Madhav Inst. of Tech. and Science in Gwalior, Her Highness the President, Smt. Pratibha Patil was the chief guest, who released the stamp. Since I am an old student of this college, I was also present at the function. But due to the high security in the College Area, the VIP folders could not be distributed, and I was lucky to get one of these VIP folders from the Post Office staff next day. :) :)

Conclusion : If some one is really interested  nothing is impossible (Where there's a will there's a way!)

A word of caution:

NEVER EVER buy VIP/VVIP sets of Kolkata mint.

Almost all of them are pirated...
