Please inform does this  coin has been issued for circulation ?  , I haven't seen coin yet but proof sets are available on Ebay

I verify and notice that coin dated 2004 is listed for year 2003 in this famous site

No, this coin exists only in UNC and proof sets...They weren't issued for circulation..
