I don't think these have been reported in circulation yet - my wife got two in change today, which are the first examples I've seen.  Not a new type or anything, just a "new" circulating date that has been stockpiled since it was struck.

Wow, if the 2007 stocks are only now running out, the mintmaster has really badly judged demand in the crisis years or he had to fire staff.

Previous circ year for the $2 was 2005.  06 and 07 are "set only" years.  Because our demand for coin is so low in global terms, the issuing authorities are settling into a pattern where they will order two or three years' worth at a time (at 2 or 3-year intervals) and just stockpile till needed.  It's apparently an economy of scale - cheaper than ordering in smaller quantities as actually needed.

It also means that a date run of "circulation only" coins will hardly ever contain every single denomination intended for commerce for a given year.  It would make a good quiz question to ask when we last had all denominations struck for circulation in the one year.  I think I have just found the answer, in case anyone else wants to work it out!

MY guesstimate is 2002 for when all denominations of circulating coins were struck for NZ.

That's the latest year I can find.  Before that, you'd have to go back to the 1980s.  Rather makes a mockery of the concept of "year sets", doesn't it?

Very much so.....makes me consider whether I want to continue collecting the proof sets.

2008 2 dollar coins doesn't see scarce by any chance.

They aren't.  The point is that they are often stockpiled for several years after they are struck, so finding them can be a bit of a challenge, at least until the bulk is finally released.  The 2008 $2 coins only started appearing two years after the date that they bear, for instance.
