I am pretty sure that this is Ch'ien lung (1736-1795), mint Kiangsu (KM 16.1).

Agreed on the reign.  Not sure about the mint, though - Cresswell offers a simpler alternative Manchu form for the mint of Wu-Chang in Hu-Pei (Hebei in pinyin spelling) that has a single angled downward stroke at the top (as in your coin) rather than a stroke that looks like > (for Chiang-su/Kiangsu/Jiangsu - pick your Romanisation).

I think you are right, Martin. Wu chang it is. That would make it Remmelts 193p.
