Civic Coin from?

11.5 grams and 27 mm X 19 mm, I think this well worn coin has a very attractive shape.  Was the shape intentional? 
Can we see enough of the coin to make indentification possible? 
I think I see two animals.  The coin reminds me of KM 7, Persian Civic Copper with two Ibexes. I think I see too many legs for one beast.
However, I see no evidence of a ring with pellets, but I do see two solid rings or one ring on the outside and a parallel "ring" at the bottom which  could be a sword with evidence of a haft.
