As for Taiwan/China, well, both governments claim to represent the entire country, and neither of them seems to be eager to resolve this issue militarily. So from a pragmatic point of view, we have two countries here - and each of them issues coins and notes that can be used for payments in the issuing country only. That is what primarily counts for me.
In my opinion any attempt at categorizing such pseudo issues will ultimately fail - in the sense that we will not come to a perfect system. What I find very helpful, however (and that is also what makes this topic interesting for me), is pointing out that there are different degrees and categories of "pseudo". When I get or see a coin that looks like a circulation piece, I do want to know whether this is something that was basically made for collectors only, or not ...
