I saw this banknote, matted and framed, in an art fair. A colour etching dating from 2013, the price was 2500 euros.
The artist is Pierre Alechinsky, born 1927 in Brussels and still alive. Apparently he knows the dragon sceattas. Quite attractive to my mind!

Are you sure it's a banknote? I can't read all the text, but it mentions "certificat", suggesting it is security. Since I couldn't find an interest rate in what I could read, it might be a share certificate - a legal excuse to restrict voting rights of common shareholders and make a hostile takeover impossible.

Thank you. That helps a bit. It is not a banknote for sure. I am still not sure what it is. The tekst on the document is readable on the auction page, but remains unclear. It roughly says that it certifies that the holder is a member of the company for the time he registered as a shareholder and that the shareholder can't sell without the certificate.

Thank you. So it is a certificate, but a neatly printed one, a regular issue. Afterwards etched, apparently 99 of these certificates were overprinted with the red and green image.

Indeed, your concern is with the art, not with the host. I keep a calendar of similar numismatic art somewhere. If I can find it, it's yours next time I am in the Netherlands.
