Falus with sunface and unknown reverse

This coin has a nice sunface typical of Iran, Afghan etc but the reverse seems to be rather odd, is it an animal instead of a more usual legend?

Possibly a goat running right? I see horns at top right, forelegs at lower right and possibly a tail at left?

that's what I thought but civic coppers don't usually come without the reverse being falus, mint etc

To the right of the sun side serrated margin is sometjing which makes no sense in the design. Would the sun justbe a countermark on an existing coin ?

Khoy (خوی), is a city in the Central District of Khoy County, West Azerbaijan province, Iran, serving as capital of both the county and the district.

That's added interest then if it's a known type Maythem, I never would have spotted the trace of the mint

I support TH. The sun-face looks overstruck on an older coin on one side, the older coin is possibly an Iranian or Afghan civic issue.

An unidentified coin is a piece of metal. An identified coin is a piece of history.
