Coins with a flower - civic coppers?

Some varied coins came my way from an old collection. Some are unknown to me, these are four of eight that to me look like Afghanistan civic coppers, but I could be wrong. Can you send me to the right direction?

The large one measures 31 x 25 mm and weighs 7.80g, the lower right is 20 mm and 6.71g.

Almost certain that they are Afghan coppers, I have a tray full of similar types, sometimes parts of the mint are visible, usually Kabul or Qandahar.
 The strange part is why they are overstruck multiple times, particularly as the vast majority of local people would not be able to read anything on them

That's a question I can answer. The civic coppers were mandatory for payments by "strangers" in town. They had to be purchased for a fee from the city. As the fee would be higher than the production cost, the coins functioned as a market tax token for caravan crews.

To increase revenue, the coppers were valid for one year. Old coppers could be exchanged for new pieces - at a fee, of course! The old pieces were often overstruck, rather than re-melted to save cost.
