The coin made me think immediatly at the coins of Zeugitania (Carthago & Syracuse), but no...
This goddess is obviously not the Punic Tanit.
I hope to be back soon ;) !

I am not really sure this coin is not Carthaginian, but it does not mean "issued in Carthage". This numismatics is very difficult.
About the portrait, this is an interesting coin from a Sardinian mint under Carthaginian occupation: SNG Cop 210. Carthage, Zeugitana. Time of the First Punic War. Circa 264-241 BC. AE 23mm. Sardinian mint, Wreathed head of Tanit left, in triple-pendant earring / Horse standing right; 'D' below.
