Mintmark is Theopolis, which has been the name of Antioch briefly during the 6th century. I think I read IC at 11 on the obverse. Do you agree with Maurice Tiberius? Very close from SB 532, except the size of the sceptre https://www.wildwinds.com/coins/byz/maurice/t.html

If it's not exactly SB 532, it's close enough I would suspect it's a minor variation. Otherwise looks very much like it.
