I'm not sure if this is meant to be this size, and without text, or if it's been cut down and an outer circle of text is missing. Either way, there's no text at all. Just arms on one side and a head on the other.

Copper, 16.7 mm, 0.90 g

The arms, although struck partly off-flan, are fairly distinctive; I'm hoping that someone with heraldic knowledge may be able to help!

The shifted picture on the reverse of your coin is a typical synchronisation error of a roller press that would coin on strips of metal, rather than flans. This surprises me in the sense that I thought only Segovia used this technique.
