The figure on the reverse seems to be holding a long cross. I would start with Eastern Europe.

I think Afrasi got it spot on. The mass is pretty close to that of an AE Follis. The obverse needs to be rotated 180 degrees. Here are a couple of Arab-Byzantine "standing imperial figure" types for comparison:
