Yes, probably the Archbishopric of Cologne. Maybe a coin of Maximilian Henry.
The legend of the 8 Heller on Numista comes in the neighbourhood, but is not a real match:
MAX.HEN.ARCH.COL with no CVSVS to find on the reverse.

Could be one of the dependencies of Cologne too, like Liège ...
