This four petaled flower type seems to have several mints, mine was attributed by Steve Album as Jalalabad mint

The coin n°1215 of "Sylloge of islamic coins in Ashmolean" (S.Album) which shows a somewhat close floral design  (no dots)is listed as "Kabul"
here is mine from Ghaznayn (=KM.40)
