Hi im new to this coin collecting thing and i was wondering is this coin an error or variant or just plain damaged coin?

circular lines between stars.

Any insights?

It is a normal coin. Its shape is the standard Spanish flower, used for all the euro 20 cents coins.

Yes, they are scratches. Sometimes, this happens when a brush in a cleaning machine is changed and the new brush is just a little too hard, but it also happens outside the mint, e.g. a vending machine or parking meter handles the coin a bit roughly. If the coin had been a century or so older it could have been the fault of the pantograph when turning a big plaster model into a mother die.
