Seal of MURATBEY NIYAZOV ALI from BAYRAMALY (Turkmenistan province of USSR) dated 1328 AH (1910 AD) with Russian inscription at Margins: МУРАДБАI АННА НЕЯЗОВЬ (MURADBAI ANNA NIYAZOV). Southern Turkoman inscription in Perso-Arabic script in the center: (بایرام علی از اسلام ساری مرادبای آنا نیازاو علی) 'BAYRAMALY AZ ISLAM SARI MURATBEY ANNA NIYAZOV ALI'. Hijri Date in Persian at the bottom: (۱۳۲۸) 1328.

One small correction to the Cyrillic: it's НЕЯЗОВЪ, not НЕЯЗОВЬ. It is written in pre-1918 orthography, as also shown by the letter I (in МУРАДБАI), which does not exist in modern Russian. In the old spelling, any word ending in a hard (non-palatalised) consonant had to show this by the addition of the "hard sign" Ъ. This was changed in the reform, so that only explicitly soft consonants at the ends of words needed marking.

Niyazov was the family name of the first president of Turkmenistan. He was known for an extreme personality cult to the point where the months were re-named for his family members. However, his first name was Sapar Murat (1940-2006).

The person with the name Murad Ali Niyazov may have been a family member. If so, this seal would have been a cult object in Turkmenistan, as Niyazov's successors did little to negate the personality cult and the country is still a dictatorial kleptocracy. The seal would have been worth more in Turkmenistan than outside the country (unless it is a forgery).

Bayram-Ali is the 6th largest city of Turkmenistan.
