Please help identify this counterstamp / Islamic?

Someone asked me if I could help them identify this old counterstamp, but other than giving him my opinion on the areas that were still visible, I wasn't much help. I thought someone here might recognize it.

Unfortunately, the stamp was weakly struck and the partial image remaining shows heavy wear. I've posted the image of a new penny that shows the full design for comparison.

I appreciate any help you can offer.

Just to avoid others doing the same fruitless exercise, I checked the flags of the world and those of the states of the US against the part of the rectangle or square with the two stars. No luck. In fact, practically all of the stars on flags have five points, not eight.

The wavy line around the rectangle is intriguing. Staying with flags, it is reminiscent of the decoration of (usually square) flags for high functions (admiral, crown prince etc.).

The two remnant of the design above the flag look pretty incomplete. The one on the left doen's look like an Arabic character to me.

Thanks, Peter. I wasn't sure about the "stars"...could be they represent something else. This is a tough one because there's so little to go on.

The countermark looks like it has been made by a coin/token die.

The "die" style is very similar to 18th/early 19th century communion tokens;

square, inner serrated border, corner ornaments, letters in the middle for the parish or minister
