Issuance program Royal Dutch Mint 2023 published

The Royal Dutch Mint has today published its issuance program. It can be found here. Like every year UNC, BU and Proof sets will be released. Furthermore the 2 collectors coins 'Willemstad, UNESCO world heritage', and 'COC'. Despite the success of the 2 euro commemorative coin issued last year, there will not be issued one in 2023. It seems unlikely that we will ever see a new national 2 euro commemorative coin.

Medals will be issued for a variety of themes, ranging from the 50th anniversary of the Van Gogh Museum to the 10th anniversary of King's day.

Who decides such things in The Netherlands?

A Royal Dutch Mint employee, who has previously provided reliable information, told me that this year all denominations of the Netherlands (except 1 cent and 2 cent) will be minted for general circulation. If this is indeed true, it would be highly unusual and the first time in 10 years.
