What is the significance of the mark under the goat's neck?

I would guess the logo of the designer, but I can't find a design listed in Krause or Schön.

According to Banka Slovenije, the coins were designed by Miljenko Licul and Zvone Kosovelj, and modelled by the sculptor Janez Boljka.

Given those choices it is a Miljenko Licul logo. When zoomed in 500% on the Numista image the L is clear and the M is recognizable.
