Germany 4 heller (?) hard to ID - help needed

Hi. This is a tricky one.
I see 4 ( IIII ) on the obverse and a spread eagle on the reverse.
The inscription on the observe seems to read MOCA(?)...NANS
1.45g 16mm
It comes from a lot of German coins from XVII & XVIII cent.
I have checked the German states variants of 4 heller and 4 pfennig, with no success, but by format and context I think that this is still coming from a German state, maybe XVII century.
I appreciate any help.

Any chance that we can identify the year also? It looks to me like a (16)38, but it is a strech

The last two digits of the date are beside the eagle's claws at 5 and 7 o'clock. Even with contrast at maximum, that area is solid black on the picture. If there is any detail left, you can try making a detail picture in oblique light, using shadow to highlight detail, though I wonder if anything will come out. This coin has been buried so long, that its surface has become uneven everywhere.

For now, if you think you can see a 3, 38 would be a reasonable assumption, but not more.
