My take is two people, presumably in traditional clothing, pounding grain into flour. In reality, they would pound alternately, rather than at the same time, but that would have disturbed the symmetry. It would be a symbol for useful co-operation. The two different circles on the clothes might therefore possibly be tribal signs.

Below I have attached an image depicting 2 very similar patterns. The pattern is scientifically described as 2 people pounding rice. These kind of patterns are being found as decoration on Dong Son drums. See a part of the surface of one of these drums, which also depicts a similar pattern, here.
