AFAIK, Neither coin has entered circulation. In the case of Telecommunication it doesn't look like it will enter circulation while there is still hope for Bhagat Singh.

Most likely the issue was intended to be an NCLT or may be like the International Crop Science Congress, the conference was cancelled and the few coins that were minted fond their way into the pocket of a few select dealers and appeared in the market.

Bhagat Singh is a surprise. I have not seen any news of it being a NCLT and may be the mint just forgot to mint the balance coins / there were some issues with the die and may be we should see the coins later.

AFAIK,the commemorative on commonwealth games(or is it 60th anniversary of commonwealth?) has already been minted,but not released for circulation (yet).
