They organized election rallies in Bihar recently in which literally thousands of people gathered together (that too without masks or social distancing) and yet, the state with population of 130 million (and one of the poorest) is still reporting less than 800 cases a day, after doing 125k tests a day (90% of which are Rapid Antigen). It's called data fudging.
