Schenkman has done exhaustive research on odd denomination tokens and has published pieces on them, including your link. I'll look into this one further and see what I find.

Later research by Schenkman tells us that this token was found at the site of a billiard parlor in Norton, Virginia. The location of the issuer is unnown but the area around Norton seems a ikely spot. I've attached an image of the obverse.
