As for the 40 Shillings 2003 - I got mine in May-2004 - a bit more info here....

However, the issue to general public is much later.


I would really like to know about the chronology of introduction of that constitutional amendment.


Similar sequence of events is also unfolding in India. New coins are released but never issued to general public. Finally, the government appears to have given up the idea of circulating commemoratives altogether but then, that needs to be taken up in a different thread.

This BBC report also indicates that the 40Sh coin went into circulation in December 2003, and the row started immediately.

The party in power in 2003, has announced in their election manifesto, to end personality cult.
They had come to power for the first time, after having been in opposition for long ( ever since independence) due to personality cult of the first President. It was the effigy of second president appearing on coins that resulted in continuation of personality cult and led the opposition to announce that they will end the cult.
However, on getting elected, they started to work on that cult development and to ensure the effigy, they announced 40th Anniversary, which is a non standard. They could not have waited for Golden anniversary. Thus controversy started and coins were withheld.

A similar( not exactly same) is case of 2 Balboa of Panama which was minted but whose release has been withheld or Nigeria set which were designed but never minted. Makes very interesting reading nevertheless.

The Consumer Federation of Kenya has sued the Central Bank of Kenya. They demand that the minting and printing of the new coins and notes is stopped immediately and that the design process starts from scratch. According to them the Central Bank of Kenya violates article 10 of the Kenyan constitution as the bank should have consulted the public. Strange as that is exactly what the bank did.

I think increasingly corrupt judiciary, willing to delay every executive action for paltry sums. Sure sign of "undeveloping nation". You can find similar examples in many other nations. New word for this is " judicial overreach".

Maybe itís a way to introduce an eventually change tkt he currency name, since they still use the word Shillingi along the rim?
