Counter-stamp meaning...!?!?

Hello, I would like to know what does the Counterstamp say/mean...?!?!  I hope the picture is okay... it is not mine yet... but very curious...  Thank you in advance... :))

Dear mti, Counter-stamp reads:
al-Hejaz (الحجاز) ‎, meaning "the Barrier", is a region in the west of Saudi Arabia.
The host coin, belongs to the Ottoman Empire 20 Para Mehmed V, " Reshat رشاد " right of Toughra.
Margin reads: حرية ☆ مساواة ☆ عدالة , Freedom, Equality, Justice.
Below the Toughra reads: سنه ۳ , Sanah 3 (Year 3).
Date AH 1327/RY 3 (1911 AD).
Coin composition: Nickel.
KM# 761

thank you so much...  I will post all other information about this coin, once I get it in the mail...  you wrote that it is a 40 para coin... however the seller says it's a 20 para... I will measure it and weight it and will add the picture of the reverse for everybody to see and have a full description for reference...  I will also include the KM # as I found similar ones in the Krause catalog... Thank you aws22, once again... =)

Just received the coin in the mail... and yes it is a Counter Stamp on a 20 Para coin...
It is 21 mm in diameter and attached is the photo of the reverse of it... not really much to see there...

Thank you mti; yes it is " 1327 ١٣٢٧ " coin of 20 Para, diameter 21 mm and weight should be around 4.1 grams.
