Hi Tariq,

it is a nummus struck under Constantius II from 337 to 340. Obverse : allegory of Constantinopolis, legends CONSTANTINOPOLI or CONSTANTINOPOLIS. Reverse : two Roman soldiers with a standard, legends GLORIA EXERCITUS.
Condition is too bad for identifying the mint.

The mint mark is SMH(gamma) for the 3rd (gamma) officinal (workshop) at the mint of Heraclea.

This hybrid type, with CONSTANTINOPOLIS obverse and GLORIA EXERCITVS reverse, is an intentional special issue that was struck from mid-337 to 339 AD at the four propontic mints - Heralcea, Constantinople, Nicomedia and Cyzicus - and, in very low numbers, at the nearby mint of Thessalonica.
