A weight, diameter, and enlargeable photo might help with identification. The coin looks slightly suspicious to me, just from the style and the fact that it's not sharply struck. If it's a genuine rupee it should weigh between 10.8 and 11.6 grams. It might be worth conducting some tests for silver. Many coins of the Bengal Presidency have the fixed number "19" on them, so this might be a clue.

This coin is silver but it is thin not more than 4 grams. If this is a token coin then how can we know during which period it is from and which ruler the coin is associated with.

Sorry, Amit. At 4 grams, this can only be an imitation. Indian jewellers have been producing imitation silver coins for centuries. They are in demand for jewellery, clothing decoration, ceremonies (e.g. Diwali) and marriages.
