Copper Falus / Kabul

I believe this could be Afghanistan, but I did not manage become more concrete.
Size: 24mm
Weight: 8.17gr

A falus of Kabul, dated 12xx ?
The word at top of the upper picture is " خیر / al-Khair = good)  " which should belong to a short unidentified (by me...) formula.

So would you classify it as a Civic copper or as an "official" issue.
There is no trace of other digits except a couple of bigger dots. So the year could be 1200?
This would make it an issue under Taimur Shah.

no ruler's name : it's what we can call a civic copper.
My guess is it has been struck later than 1200 AH, I wonder if one of the big dots at right couldn't be a 5 ?

Difficult to say for the dots, even with the coin in hand as it has too much traces of the former coin.
I was asking the question if it was a civic copper as there is a formula which I thought could possibly point to a ruler.

"al-Khair" (good / goodness/ the best) should belong to a formula difficult to decipher on your coin; "aqibat al-khair  / عاقبتالخیر "  is known for some scarce Kabul falus, may be others exist ?
