It's use attaches all sorts of provisions to legislation that in many cases isn't relevant to the central purpose of the bill. The concept of the "line-item-veto" was an attempt to allow a veto of wasteful or unrelated provisions while still allowing acceptance of the main legislation. For whatever reason, it was recently struck down by the courts as unconstitutional.Bruce
