I may be wrong though, but with these leaves there are not many possibilities and I believe the "inverted R" stands for Kabul.

Yes, it is likely a falus of Kabul from which a similar "3 leaves" design exists.
With a 90° rotation, I see a flower which gives a coin with 2 reverses ( ) and consequently no script...
