The flowers of the overstruck coin remind me of Qandahar or Herat.
Size: 17X22mm
Weight: 3.15gr

Fun shape, this one. End of the copper batch. I can picture the scene:

"Last of the batch, o benevolent mint master"
"New batch is not ready yet"
"I can't get a whole flan out of what is remaining, your kindness"
"Who cares; mint it anyway, lazy fool."
"Your gentle wishes are like a breeze at midday, your excellency"
(thinking: "you get paid for this?")
